1. Compensation Management
- Develop, evaluate, and update compensation structures, including salary scales, pay bands, and bonus programs.
- Conduct market benchmarking to ensure competitive salaries and benefits.
- Administer annual salary planning, promotions and adjustments in alignment with company policies.
- Provide guidance on job evaluations (function level grading).
2. HR Cost Budgeting
- Develop and manage annual personnel expense budgets (Salary, Bonus, Severance, etc.) and conduct cost simulations based on headcount planning.
- Regularly perform variance analysis to track spending against budget, identifying key drivers and updating financial forecasts.
- Collaborate with the Finance department for period-end accruals, ensuring high data integrity in HR cost reporting and alignment with corporate financial guidelines.
3. Benefits Administration
- Oversee social security insurance, retirement pension, leave policies, wellness programs, and other employee benefits.
- Research and recommend new benefits offerings to enhance employee satisfaction.
- Ensure benefits programs comply with local labor laws and industry regulations.
- Manage relationships with third-party benefits providers and negotiate competitive rates.
4. Expatriate Management
- Manage the entire assignment lifecycle, including candidate selection, visa and work permit sponsorship, pre-departure orientation, and seamless mobilization/repatriation processes.
- Administer competitive expatriate compensation packages, including Split Pay structures, cost-of-living adjustments (COLA), housing allowances etc.
- Act as a primary liaison between headquarters and overseas subsidiaries to provide HR administrative support and implement cross-cultural transition programs for assignees and their families.
- Oversee tax equalization processes and shadow payroll in coordination with external tax consultants; manage relocation budgets, vendor invoices, and overall assignment costs.
5. HR Information Systems Management
- Recommend system development or changes to current HR system to reduce manual processes, and take the lead as a project manager to implement these changes
6. HR compliance & Reporting
- Ensure all compensation and benefits programs comply with legal and tax requirements.
- Prepare and analyze HR reports, salary budgets, and cost projections.
- Support internal and external audits related to payroll, benefits, and compliance.
7. Employee Communication & Support
- Educate employees on compensation structures and benefits to improve understanding and engagement.
- Handle employee inquiries related to salaries, benefits, and policy interpretations.
