1. Technical Operations & System Management • Oversee daily operations of all M&E systems including: o HVAC (Heating, Ventilation & Air Conditioning) o Electrical distribution (LV/HV systems) o Backup power systems (Generators, UPS) o Plumbing, water supply, and drainage o Fire protection & detection systems (sprinklers, alarms, extinguishers) o Building Management Systems (BMS) o Elevators and other mechanical plant • Ensure Planned Preventative Maintenance (PPM) is executed in accordance with OEM guidelines and industry best practices. • Respond promptly to reactive maintenance issues and ensure minimal downtime and business disruption. • Lead the diagnosis, troubleshooting, and resolution of complex technical issues. 2. Compliance & Risk Management • Ensure full statutory and regulatory compliance with local, national, and international engineering standards. • Maintain and manage all compliance records, permits, and documentation (e.g., SFG20, HTM, ISO standards). • Conduct regular risk assessments and implement safety controls as per Health, Safety, and Environmental (HSE)regulations. • Lead emergency response planning for M&E system failures, including backup procedures and critical incident management. 3. Asset & Infrastructure Lifecycle Management • Maintain an asset register of all M&E equipment and systems. • Develop and oversee asset lifecycle plans: replacement schedules, refurbishments, and capital upgrades. • Plan and manage infrastructure improvement projects and ensure delivery within time, budget, and quality parameters. 4. Vendor and Contract Management • Manage contracts and performance of outsourced M&E service providers and specialist contractors. • Monitor SLAs, KPIs, and deliverables for all third-party vendors. • Participate in vendor selection, contract negotiation, and performance evaluations. 5. Energy & Sustainability Management • Monitor and optimize energy consumption and implement energy-saving initiatives. • Support or lead the implementation of green building strategies (LEED, BREEAM, ISO 50001, etc.). • Report on energy, water, and waste metrics and recommend sustainable solutions. 6. Budgeting & Financial Control • Prepare and manage the annual OPEX and CAPEX budgets for M&E operations. • Track expenditures, monitor cost savings, and contribute to cost optimization strategies. • Support procurement processes for materials, spare parts, and project equipment. 7. Team Leadership & Development • Lead and manage a team of engineers, technicians, and supervisors. • Assign roles, monitor workload, and ensure staff competency through training and performance evaluations. • Develop and maintain a culture of safety, accountability, and continuous improvement. 8. Reporting & Documentation • Produce regular technical and operational reports for senior management, including: o Maintenance KPIs o Downtime analysis o Incident reports o Energy reports o Compliance audits • Maintain accurate records in CMMS (Computerized Maintenance Management Systems).

• Qualifications: • Bachelor’s Degree in Mechanical or Electrical Engineering (or equivalent). • Postgraduate or professional qualifications (e.g., NEBOSH, PMP, CEng, LEED AP) are highly desirable. • Certifications in facility management or engineering maintenance (e.g., IFMA, FMP, BIFM, or equivalent) are advantageous. Experience: • 7+ years of relevant experience in M&E hard services, with at least 3 years in a supervisory or managerial role. • Proven experience managing complex building systems in environments such as: o Corporate offices o Hospitals o Manufacturing / industrial plants o Data centers o Retail malls or airports • Experience managing multi-disciplinary teams and external contractors. • Hands-on knowledge of BMS, CMMS, and energy monitoring systems. Key Skills and Competencies: • Strong technical knowledge in HVAC, electrical systems, and fire/life safety systems. • Excellent problem-solving and troubleshooting capabilities. • Strong leadership and team management skills. • Knowledge of HSE practices, risk assessments, and incident investigation. • Ability to manage budgets, analyze data, and drive performance improvements. • Strong communication skills – verbal, written, and presentation. • High level of professionalism, accountability, and integrity. Working Conditions: • On-call availability for emergencies. • Occasional weekend or night shifts during major outages or shutdowns. • May involve travel between multiple sites (if part of a regional role).
